Project Generation Facility is an initiative of Open Society Institute Budapest that supports a comprehensive response at the level of four countries (Hungary, Bulgaria, Slovakia, and Romania) which is directed towards a better use of structural funds for social inclusion of Roma.
Purpose of the intervention in Romania: to provide technical assistance and develop local capacities at the level of potential Roma structural funds beneficiaries in order to access the EU-funded projects to implement the priorities of Roma Inclusion Decade.
OSI selected national partners to implement the initiative in Romania through a consortium formed by three organizations experienced in developing and facilitating community processes, namely the NGO development and promoting partnership between them and public authorities. The actors are Civil Society Development Foundation, the Romanian Social Development Fund and Association for Public Policy Institute.
Implementation period: October 2009 - September 2010, with possibility of contract extension for another one year, according to the recorded results.
Expected results (Year 1):
- At least 50 Roma communities informed at national level through community facilitators about PGF services
- 25 Roma communities selected for community facilitation
- At least 40 NGO informed about PGF services
- At least 10 local development strategies in process of development or improved
- 15 Roma representatives trained to act as local development agents
- At least 4 training sessions with resources persons from Roma communities (NGO, LPA representatives) present in the country, totalling at leas 60 trained persons in ESF project management and organizational development
- At least 5 projects elaborated and ready to be submitted to the respected structural funds call
PGF Romania Services:
- Community facilitating to identify the best project ideas which could be developed further on into applications for Structural Funds;
- Expertise offered for local authorities interested in developing local strategies tailored to their objectives for the Roma community;
- Professional training programs for representatives of Roma community;
- Support for NGOs/ local authorities for in development of projects suited for structural funding, which contain explicit objectives of Roma inclusion
Implementing stages for PGF Romania:
1. Launching call of interest to identify potential recipient communities
- Launch date- March 5 ; Deadline- March 15
- To whom dose concern: local authorities and nongovernmental organizations
2. Community level information and local level needs analysis (March - May 2010)
- 60 informed communities through community facilitators
- 8 regional meetings
3. Development and/or expanding local development strategies through including interest objectives for Roma communities (April - September 2010)
4. Training delivery (April - August 2010):
- TOT and direct assistance for 15 representatives of Roma communities;
- At least 60 persons (LPA and NGO) present at trainings.
5. Communities facilitation and assistance to elaborate projects (April - September 2010)
To select ideas that are going to be developed intro awarded project through structural funds the followings are to be taken into account:
- Is the result of a participatory approach and are considering cooperation, consultation and partnership between local actors;
- Legitimate at Roma community level;
- The estimated impact is considerable, are realistic and sustainable in terms of technical and financial aspects;
- Have a budget of at least 50,000 Euros in requested for a structural funds project;
- Aimed at specific needs of Roma communities;
-Respects the OSI values and objectives of Roma Inclusion Decade.
